Morakot Island will be the easiest of the Cambodian Island to get to, once it's open.

From downtown SihanoukVille, it's about a 5 minute drive to Hawaii Beach, and then a minute or two on the bridge, to get to the Island.

However, the bridge and Island are both temporarily closed during the initial construction period.
